Note that I'm discussing the GUID used in IFC, not MicroStation's element IDs.
If the updated IFC exporter stabilises the IFC GUID allocation, the implication suggests that the IFC GUID is stored in the DGN file in order to allow its persistence on subsequent export. If that is the case we have what we need to round-trip the IFC GUID between third-party apps. and ORD. Can you confirm that to be the situation?
I saw this same discussion in the OpenBuildings forum and was wondering the same thing!

Hi Jon,
Regarding export, I just tested this and doesn't look like it - attached are 2 x IFC exports of the same data in the same session and the GUIDs of the same elements change.
As for import, I think referencing IFC files are the only option.
Hopefully they get it working like OBD (https://docs.bentley.com/LiveContent/web/Designer%20Help-v1/en/GUID-F8EF26D2-B5CC-4529-903C-E3E0541D3FAD.html) for proper object tracking when exported for BIM deliverables - maybe some type of translation of element ID to GUID?
Would love to hear some Bentley input about this...
