How can I create a new feature definition for a component in OpenRoads Designer Templates?
If you want it to be available to all users, open the DGNLIB that contains the feature definitions, and add the new on there. In the UK standards, these DGNLIBs are in folder 'C:\ProgramData\Bentley\OpenRoads Designer CE\Configuration\Organization-Civil\UK Standards\Dgnlib\Feature Definitions'. Another option would be to create a new DGNLIB to hold your specific feature definitions.
