ORD 2019, Civil AccuDraw Station-Offset

When laying out geometry with Civil AccuDraw, and using Station-Offset, isn’t the exact keyed-in reference / Origin geometry Station supposed to be a Rule? So if the beginning Station of the alignment changes on the reference geometry, the new geometry should move with the ‘hard’ Station value? It doesn’t do that right now. I thought it should be ruled to an exact Station value, just like an InRoads SS2 Station / Offset Event Point. No? If I layout a geometry COGO Point using Station-Offset to say, 12+000 / -10 and then change the beginning Station of my reference alignment by +100, the newly placed geometry just stays where it is and is now showing that it’s ‘Ruled’ to 12+100 / -10. I was completely expecting it (and wanting it) to maintain its "Ruled" 12+000 / -10 position relative to the reference / Origin alignment. Am I missing something? In InRoads SS2 Event Points could be linked to either the alignment or the ground location. I need to replicate those options in OpenRoads. Is the Station-Offset Civil AccuDraw option working correctly?
