I am using OpenRail Designer V.10.07.00.56 (only because Text Favorite Manager has disappeared from ORD U4).
I have copied a Text Favorite (that I created in 2018) using Text Favorite Manager, and I would like to change the format etc.
But even though I change what I want, click Accept and Save, the changes do not show in the top window (only in the Preview below) and the settings revert to Default (% instead of Per Mille).
What am I doing wrong?
By the way: why has Format drop-down text "Per Mille" changed to "Per Mile"?
You should try and edit In the dgnlib itself.

Thanks for your reply. I am sorry to say even though I try in the dgnlib itself, it still does not work. My change from % to per mille does not stay. Can you tell from my video what I am doing wrong?
Looks like a problem. It could be the version you are using. I would suggest to upgrade to the latest release

I just upgraded to OpenRail Designer CE V10.7.3.18 (2019 Release 2) and it is still exactly the same.
I have tried everything I can think of: Using the Bentley 'Training and Examples' workspace, 2D and 3D seedfile, DGN and DGNLIB, changing to Decimal Format and all the other formats, creating TF from scratch instead of copying, but all to no avail.
It is as if the "Accept" button does nothing.
Please help.
