Unable to do Alignment modification. While doing horizontol and vertical alignment design, I am unable to get the modification tool where I can change the radius, location of ips etc.

You can access table editor from Geometry > Common Tools > Table Editor.

If I am understanding you correctly here, you're not seeing the manipulators that provide editing. There are three settings that could impact this: Make sure that "Disable Handles" is not selected and that "Identify Elements Automatically" and "Pop-up Info" are selected in the AccuSnap settings.
