Yes, I have Geopak app for Microstation:
Then I can pull out all my Geopak tools from there. I use a bunch of different workspaces for different clients, but I think there is only one version of Microstation installed on my computer. Some of the workspaces use InRoads and some use Geopak. I do not have Open Roads.
I do not have Power Geopak or InRoads either.
I think you need Geopak or Inroads to work with .las files to create a tin

I do have Geopak, I just don't have the Power pack. I just have everything I have listed above. But I use Geopak every day to generate cross sections and profiles, I just never have needed to create a surface TIN until now. There has to be instructions to create surfaces using the set-up that I have somewhere. If I have to have more software installed, I can request it, but I think my company decided not to do the Microstation Power Pack or Open Roads.
What you showed earlier looks like the plain MicroStation Terrain tool.Make sure that Geopak is activated. I don't think the civil tools will show up if it isn't.
If your Task dialog isn't already open, you can open it by going to Workspace -> Preferences -> Task Navigation and click on "Show Main Task Tools".
When that opens, you *should* see a list of task tabs. Look for "Civil Tools". These are the SS4/OpenRoads-type tools that go along with the regular Geopak tools in SS4/SS10. That should show you another list of task tabs, including things like "Analysis & Reporting", "Horizontal Geometry" and (what we really want to see) "Terrain Model". Click that tab, and you will see a couple of dozen terrain-type icons.
The first tool is "Create From File" and one of the file type options is going to be LAS files.

I see you have a customized workspace (The TDOT menu item isn't part of vanilla Geopak).I betcha that's interfering with the task menus.Unfortunately, I don't know the fix, but you might search on here for "custom interface".
