I had kept trying to use that first option in the DTM utilities called "convert TIN" and it didn't get me anywhere.
Hello Tamara. I got busy and couldn't get back to the forums. Your on the right track. The task of creating a TIN from a LiDAR product such as a LAS file can be complex and involve multiple steps to extract the necessary break lines, voids, boundaries etc. At this point you may need to consult a surveyor or be prepared for the longer learning curve of the extraction process.
I do know of a good survey firm.
Not bailing on you. However going forward does require a set of skills that would be very difficult to acquire via forums. Do some Google-fu on a software called TopoDOT. The software has simplified and improved many 3d Microstation workflows.

Civil Tools does not show up after activating Geopak

I see you have a customized workspace (The TDOT menu item isn't part of vanilla Geopak).I betcha that's interfering with the task menus.Unfortunately, I don't know the fix, but you might search on here for "custom interface".

Can you select the drop down next to Tasks to select "Civil Tools" - this should show everything under Terrain Model for you. If not, you could go to Tools > Tool Boxes > switch to Tasks > scroll down to check on "Civil Tools" and press ok/open as tool box - that will get you to all the tools in a different format.
