is there a way to unlock these values. they are geometry: offset and tapers. the only way i been able to adjust these lines are by removing the rule but i lose the offset.
Is this element part of a complex element? If so, make sure you select the element within the complex (the base element) and not the complex element as a whole to be able to change the value. If this is not your situation, please provide more background information on how the element is constructed.

it is a variable offset taper from a complex line. under properties it states complex element
From the screenshot it looks like the rules have been Locked/Deactivated. Select the alignment and hover. Then click to Unlock - Activate Rule.
I tried that, under the same menu I have remove interval. I removed them and it works, I believe it is because I have intervals
