I created a 2d file where I placed heights using the text tool. Then I attach this 2d file to 3d model.When I try to create a terrain model, nothing happens.

What specific product and version are you using? I believe you are using OpenSite Designer but I need the specific version nd build number which you are using?
I opened this DGN in OpenRoads Designer 10.07.03.18 (sorry I don't have OpenSite designer installed) and stepped through the process without an issue. Make sure you swap to the 2D model and have the text displayed so you can add it as a terrain filer group. Since I performed this in OpenRoads Designer, the DGN isn't fully compatible so you wouldn't be able to utilize the terrain I created in the file because the DGN was upgraded. But maybe if you aren't on the latest version there is a possibility there was a glitch.

I recorded a clip in which I'm trying to create a terrain model. Maybe you will notice some mistake in my actions.
The feature definition may not be set to display the triangles or anything automatically. What feature definition are you choosing when you are creating the Terrain?
Try expanding the OpenRoads Model under the Project Explorer and see if there is a Terrain model created under there. It seems as though it finishes the process but maybe just the display of the terrain isn't on.
Here is a capture of the Project Explorer after I ran through the process. I did have to select the Terrain Model and turn on the display option I wanted to see.
The terrain surface does not appear in Project Explorer.
