assign the correct geodetic coordinate system to your file, then use the reference command to attach the .shp file to your dgn
rogerb I do have a coordinate assigned to the file, I then try to reference the .shp and get the error.
It seems that I get this error when I reference a shp file into a dgn with a custom coordinate system. My work around has been to create a dgn with a NAD83 coordinate assigned, reference in the shp file, merge the shp into the dgn, and then reference this dgn with geographic reprojected selected to get the line work.
