I trying to setup a schedule for Openroads Designer software updates with my IT staff, but I no idea when the updates will be released.

A release was expected before end of 2019 but has been delayed. It should come soon.

I think the whole Rail Alignment Geometry could be kept in one dgn file, But i would split the corridor model up into multiple section and separate dgns, probably start with 25-50km sections varying the sections depending on what the corridor crosses and interfaces with.

Chuck, you may be right but Civil 3D is a lot more stable. Secondly, in RailTrack SS2 I could do a 40-315 km stretch of rail line without m(any) problems, with ORD I can't!

You're kidding right? ORD substantially outperforms Civil 3D.
I think you have something fundamentally wrong with your configuration.
