When annotating points in inroads I want the text to rotate about the point with the given offset. When checking the 'view independent' box it does not seem to apply it to the text.
The idea is to be able to reference the file and have the point annotation be horizontal in multiple views.

I see a point on the right side of the screen shot with what I am assuming is an annotation. Just to make sure I understand the problem, you can get the annotations to appear, but the annotations are not staying horizontal when the view is rotated?

If my previous post is the case, you could alternatively try using the Change Text Attributes tool demonstrated here and see if that works.

Yes, that does work but it requires you to change the text each time. The text is annotation for the point and an inroads element. I was looking more for a style to set so that when I update the points in inroads I don't have to change all the text again.

In Both SS2 and Ss4, we were able to set our Curve Data Annotation to View Independent and it would stay horizontal for us.
The offsets only apply during initial placement - it is the offset from the point to the text origin. The text will then only rotate about its origin. The only way to have an offset that seems view independent is so pad the text with spaces or empty lines of text. Fpr point annotation, you would have to have no point descriptions and then make it place the description above the name as its label. But if someone added a description, it would then appear as part of the label.
To get around this, I believe you can enable extended descriptions and have users only use those.
