OpenRoads CE vs Microstation CE, Will I need both licenses?

In the V8i world, we installed MicroStation on a users PC if they never used InRoads. But if they did use InRoads, we would install Power InRoads. Rather than have them use up two different licenses, we felt it was better to have them stick to one, even when only drafting in Power InRoads.

We anticipate taking the same approach. Not someone who would ever use the Open Roads tools, we'll install MicroStation CE. Someone who will use the Open Roads tools, even if only some of their time, we'll install Open Roads Designer CE.
