Is there a way to stop the location and symbology of dynamic labels from resetting every time an element is moved? I want the label to be dynamic, but not the level and location. I can think of a lot of scenarios where a designer would want the change the default level and location of a label. I've attached a short video for clarification.

You will need to create an annotation group which will direct the annotations to the symbology you desire. Initially, I made a copy of the Bentley default annotation group and then set up levels in element templates to direct the symbology. The process becomes quite easy if you export a group to XML and do a universal search and replace in notepad to replace the Bentley levels with your own. Then you can import that XML into your features*.dgnlib. We have 85 alignment styles in our office and this is how I did ours. You can do the same thing with the profile annotation groups, of course. Bentley has everything already set up and their annotations work well, even though I changed a LOT of their styles to meet the requirements of our client. Get familiar with importing/ exporting XML if you are not that familiar with the process. It is IMPOSSIBLE to expeditiously create annotation groups without it.
