OpenRoads Designer Update Feature Definition

I have created a catch basin the the DOT left out of their Subsurface_Feature_Definitions.dgnlib I open the dgnlib and it is there. I open my dgn file that I am trying to place the new catch basin in and it doesn't show up. I have replaced the dgnlib everywhere possible, just encase the dgn was grabbing a different one.

I have tried importing the dgnlib into the dgn and no luck.

I don't see the new CB in the openroads standards

any suggestions
