I want to be able to apply an Item Type that describes some non-graphical properties of a linear item (eg a kerb) to a Linear Template in the template library. This is because I want the Item Type to be automatically applied when the Linear Template is used, rather than using the Linear Template and then manually adding the Item Type afterwards. Is this possible?
The Item Types can be attached to individual features, template components, linear features, terrain models,..... through the feature definitions if you apply any Linear template, surface template or corridor containing features with item types attached, then those are included in your model

Once you have a DGNLib with all of your Item Types, you can attach them in your feature definitions dgnlib file, in the explorer openroads standards, in the folder feature definitions through the properties, there is an empty field called Item Type, you must choose one.
So Item Types can't be applied to template components directly - they have to be applied to feature definitions in the DGLIB? Since they need to be predefined, there's no way to add them to something as a second thought, is there?

Sure, a linear template, surface template or corridor are algorithms to create linear features, as well meshes or surface, those single elements can contain the item types, If you attach any Item Type to feature definition in a DGN Lib, when you model with the corresponding Workspace, the feature contains the Item Type, but I think that it's possible a further detachment. Remember you can attach several Item Types to any modeled object.

We do this using ORDs Asset Manager to bulk apply them to a complete model. We've also been using various VBAs to automate the manual Item Type attach processes.

Use Attach Item Types to do it per selection set or as Mark has suggested use Asset Manager to filter you data to attach Item Types automatically
