I haven't tested it yet, but this appears to be addressed in 2021, R1 (ORD 10.10). What's New states, " Improved annotation performance by stopping annotation from updating when the underlying geometry had not changed".

Not to me - do you mean you want to annotate the sheets, and then disable automatic update of the annotation? Or you just do not want any annotation?
