I have a centerline with profile and an existing EOP with profile. Is there a tool/process to project a profile onto a proposed EOP that uses the cross slope of the centerline to existing EOP?
Do you mean the profile of a proposed EOP located at the same offset as the existing EOP?
Which software (and version) are you using? That would help determine what tool to use.

If I am in a variable SE section, is it possible to project the existing SE rate onto a new widened proposed EOP? The widened section widths themselves are variable too.

You may have better luck creating your corridor with a known feature defined for that edge of pavement, then projecting that feature onto your profile. That's how I would do it, anyway.
I don't think that offset profiles can do that kind of calculation.

You might try Geometry > Vertical > Element Profiles > Profile By Variable Slope From Element with Slope Style: Extension
If your centerline vertical alignment follows existing levels then this tool will effectively apply existing crossfalls to the proposed EOP.
