What file is the configuration variable 'CIVIL_ROADWAY_TEMPLATE_LIBRARY' pointing to? If that is not defined, you will not get anything shown.
I'm having the same issue. Doing a Training video on sheet setup for a Cross Section Starter drawing and when I go to Ribbon>Corridors tab>Template>Create Template I get this error:
Environment variable(CIVIL_ROADWAY_TEMPLATE_LIBRARY) not found.
I did a search on my local drive for that file "CIVIL_ROADWAY_TEMPLATE_LIBRARY.itl" and it's nowhere to be found. This installation is right out of the box, no modifications or additions so I don't understand why it's happening or how to fix it...

CIVIL_ROADWAY_TEMPLATE_LIBRARY is not actually a template library file. It is a Configuration variable that defines which template library file will be used by ORD.

How do I fix it? Since I'm trying to setup a seed starter file for a cross section drawing, the training video asks you to click this and then create a new template (see attached image, Null Point) it shows what appears to be some standard template items that I think is default with the installation of OpenRoads Designer but I can't get past this error and don't know what file to locate/use so my installation matches theirs.
When you first open ORD, what workset are you selecting? I get that error if I select "No Workset", but everything works as expected if I select "Training and Examples".
Configuration variables can be seen by going to the Search Ribbon tool and typing "configuration". This opens the dialog that shows all the different variables defined for that workset. Those variables define all sorts of resources and settings for MicroStation to use for any particular set-up.
