What file is the configuration variable 'CIVIL_ROADWAY_TEMPLATE_LIBRARY' pointing to? If that is not defined, you will not get anything shown.
I'm having the same issue. Doing a Training video on sheet setup for a Cross Section Starter drawing and when I go to Ribbon>Corridors tab>Template>Create Template I get this error:
Environment variable(CIVIL_ROADWAY_TEMPLATE_LIBRARY) not found.
I did a search on my local drive for that file "CIVIL_ROADWAY_TEMPLATE_LIBRARY.itl" and it's nowhere to be found. This installation is right out of the box, no modifications or additions so I don't understand why it's happening or how to fix it...

When you first open ORD, what workset are you selecting? I get that error if I select "No Workset", but everything works as expected if I select "Training and Examples".
Configuration variables can be seen by going to the Search Ribbon tool and typing "configuration". This opens the dialog that shows all the different variables defined for that workset. Those variables define all sorts of resources and settings for MicroStation to use for any particular set-up.

CIVIL_ROADWAY_TEMPLATE_LIBRARY variable is pointing to location where .itl file is stored, but pick template box is still not populating. Any ideas? Thanks!
Do you have read-write access to the file and folder? I recall seeing similar behavior and that was the problem.
