&lt;p&gt;&amp;nbsp; &amp;nbsp; Let me start of by saying that this system is far from ideal, but it can be made, kicking and screaming to work.&lt;/p&gt;
&lt;p&gt;&amp;nbsp; &amp;nbsp; The&amp;nbsp;WorkSet that the drawing that contains the annotation is in, can reference drawings that are in a different WorkSet.&amp;nbsp; Alignment A in WorkSet A referenced into Drawing B with Annotation for Construction.&amp;nbsp; Alignment A referenced into Drawing C in WorkSet B with Annotation for something else.&amp;nbsp; The problem with this method,is that your Feature Symbologies have to be different for the different WorkSets.&amp;nbsp; This is the problem with associating the annotation definition to the element and not being able to pick the annotation definition and then annotate the element as in SS2.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;nbsp; &amp;nbsp;Personally, I have found that if you try to force ORD to behave the same way as SS2, you are going to have a lot of (grief) problems.&amp;nbsp; They are 2 different software platforms.&amp;nbsp; They don&amp;#39;t behave the same, there are features in both that I like, but I am finding out that ORD is better in more instances.&amp;nbsp; There are still features missing in ORD, so I still go back and forth, but less as time goes on.&lt;/p&gt;

&lt;p&gt;And this doesn&amp;#39;t help when the drawings all belong to the same project, but need to appear differently on different sheets, does it? that sounds like I would need a workset for plan-profiles, and one for layouts, and one for site plans, and one for structure elevations - all using the same profile or the same alignment, but requiring different annotation. I may just be confused, but that&amp;#39;s what I am required to produce in some cases. And I don&amp;#39;t like the idea of carrying around a half dozen copies of the profile drawing just to have different annotations. &lt;p&gt;&lt;span&gt;2. Drawing (2) is created in&amp;nbsp;WorkSpace A and WorkSet C and drawing (1) is referenced into it.&amp;nbsp;&amp;nbsp;The&amp;nbsp;Feature Definitions and Feature Symbologies for WorkSet C are modified to Annotate&amp;nbsp; drawing (1) alternately.&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;3. This is one of the advantages of each WorkSet having the ability to over ride the Feature Definitions and Feature Symbologies and annotation of any other.&lt;/span&gt;&lt;/p&gt;

The image below shows 2 different style from one profile (the one on the right does not fit on the page properly (red outline), due to me not knowing that group i.e. wrong sheet size) - the profiles are annotated in the corridor file, not the geometry file - which means you do not have to allow access to those files.&lt;/p&gt;

&lt;p&gt;As I was, I thought of a possible workaround.&lt;/p&gt;
&lt;p&gt;In V7 and V8, we had some offices that used different RSC files for certain linestyles. In the workspace, you would identify the office/discipline and the CFG variables would redirect these RSC files to an alternate location. As long as the line style names were the same, it would display them correctly for each office. So, what if you had duplicate names in different DGNLIBS? When a person from one office used the tools, they would get one display and when someone from another uses the tools, they get a different display?&lt;/p&gt;
