Can anyone explain What is rule based design and what will happen if I removed the rules in open roads?
A rule is a constraint put onto an element to define its location. For example, an edge of pavement line that is created by offsetting a centerline by 12' will be "ruled" to stay 12' away from the centerline. When the centerline changes, the edge of pavement line will update itself to follow that rule. All of these ruled elements is how the design can be updated "live" as the geometry changes.
As far as I understand, removing the rules means that the element becomes "dumb" and no longer "relates" to the design geometry.

You should review the Posting rules to see the recommended method for creating the Subject line of your posts.
