I am aware of my question is stupid a bit ;-)
Is there any plan to move ORD to recently released PowerPlatform CE Update 14?
It's too soon to evaluate how good MicroStation CE Update 14 is, but first experience is better than expected. It seems to be the first release fast enough to be treated as a candidate for normal use, with plenty of nice enhancements and many bugs fixed. Of course, it's not enough to do any serious conclusions, but at least it's a promise.
Contrary to it, ORD 2020 Release 2 is based on CE Update 13.2, which means, it's based on slow and buggy engine. I appreciate and like a number of fixes and enhancements, but frankly, the result can hardly be better than base platform itself.
Are there any plans e.g. to prioritize the migration to Update 14 platform? I know, even when it's "only about to be recompiled", it's a lot of work requiring a lot of testing. But now it seems that even simple migration without introducing new enhancements and fixing bugs can help a lot. Because with all respect, ORD is still really slow product, and I am sure part of this problem is caused by the engine itself, not ORD code.

Yes. After a platform release, our next major release is built on that latest platform.

I hope there will be no change in quarterly release schedule, or it will happen even sooner :-)
Because performance is one of the pains of ORD, but with all performance enhancements implemented in Update 14, I am sure ORD overall performance will increase substantially.
