The simple answer is yes - it you are talking about a profile drawing, here is an example.
And "no" if you are looking for a standalone design drawing.
OpenRoads no longer creates actual DGN files/models for profiles or cross sections; they cannot be viewed outside of ORD. They are only written to DGN elements when sheets are created, and then they are written to a drawing model that only includes the extent of the sheet.
For profiles, I suppose you could create a "sheet" that covers the entire length of your profile, which would create a drawing model of the whole profile. But that profile would be one-way only - changes to the design would update the profile drawing, but chages to the profile drawing would not change the design (if changes are even possible!).
ORD moves away from a drawing based design process to a more data driven approach. This means that (for better and worse) that actual design drawings of CAD elements is going away, and that all design work must be done in the design model. There are some interesting benefits to this, but it definitely upends a lot of the traditional workflow.
If you are able, I suggest going to the Bentley LEARN server and watching as much training as you can. ORD is a distinct departure from the legacy software, and trying to approach the process from the old mindset is going to make things even more complicated than they already are.

I know I can annotate start and end gradient - let me check on total change.
