How to edit named boundary Civil Properties for an existing named boundary ?

I have a user who has lost the civil properties on all of the existing xs named boundaries.  We tested by adding a few new boundaries > exit/re-open the named Boundary dialog > and the new boundaries maintained the civil properties.  I cannot duplicate his condition.  Has anyone seen the civil properties go away?
