Civil Cell Edge of Pavement Profile Locking in Position

I need to create a 3-referenced line driveway civil cell that has to meet two criterias for its edge of pavement: -2% slope from the driveway centerline and ties into existing terrain where the ROW begins. To add an additional constraint, I selected a distance of 5 feet to be point where the profile goes from -2% slope offset to then linearly transition to tie into existing terrain where the right of way starts. I know how to do either or, but I run into issues when trying to accomplish both using the vertical geometry tools. I have noticed that when I use the Profile by Variable slope from element for my civil cell  with a -2% slope from the centerline and stops 5 feet from the ROW line, the EOP profile locks in place and does not move dynamically when the civil cell is created and placed on other driveways. However when I use Profile by Slope from element for the entire element, I do not have this issue.

Are there any other vertical geometry tools that I could be using to meet these constraints? If not, is there a setting that could be turned when using the profile by variable slope to not be locked in position?
