I'm trying to export and import feature definitions using OpenSite Designer. The Learn Server has a video for exporting/importing feature definitions using OpenRoads Designer, but it isn't working in OSD.

Anyone know if this feature just doesn't work in OSD?

You have to download and install the Migration tools. Which can be found here https://communities.bentley.com/products/road___site_design/w/road_and_site_design__wiki/41342/migration-utilities
One is of them has the additional files you need to allow exporting of feature definition and imoorting

Not that I'm aware of. But you can open your dgnlib in ORD and export
