I have been asked to add stormCad data to my openroads model .I created a new file and under subsurface utility there is a project/import/import *.stsw tab. When I do that it goes thru the process of creating the utility model but when it finishes I get the message "import into default failed". I have no experience with stormCad so looking for some explanation of what is missing that is causing the import to fail or a link that has more information (or both!).

What Product and Version number are you using? It is important to make sure that you are bringing in a version of StormCAD that is not ahead of the version used by the civil software you are using. The Civil Product Readme will show the Hydraulic version number used by that product and version number.
So try and get what version of StormCAD they used and then you can see what version of Civil Product will read it.

Could be a compatibility issue then. The version of StormCAD used in that version of SS4 was most likely 08.11.05.xxx
The StormCad version is a Connect version so you would need OpenRoads Designer Connect Edition not SS4/SS10. They can export to an InRoads or GEOPAK file or LandXML then you could import one of those into SS4
