Can anyone explain the procedure for Creating a terrain from.tif file in open Roads Designer?

I tired using Create a terrain from file but import failed message is showing. 
 Can any one help me regarding this issue and explain it properly.

 What part appears to be failing? Are there any other error messages (such as, in the Message Center) that may give a clue to what could be going wrong? Do you know for certain that this TIF contains elevation data?
