My X-Section Annotation Groups in my "Features_Annotations_Levels_ElementTemp.dgnlib" file were not displaying in my cross section models and I figured out why-- the annotation groups were based off of points from the default Civil Templates Imperial.itl file rather than the itl file used to build the model. However along the way I've run into another issue:
So I copied the proper template file used to build the model “Sabinepass.itl” over to C:\ProgramData\Bentley\OpenRoads Designer CE\Configuration\WorkSpaces\LADOTD\Template Library and changed the configuration variable to utilize the correct file.
This works fine, and I'm able to "Select Template" in the Manage Annotation menu, however, when I try to set the “location” of where the Annotation Group should apply and “Select points from Template”, I get the “unhandled exception has occurred….. Object reference not set to an instance of an object” error. Any ideas?

We've found that Annotation using feature definitions is much more universal and can be used for many projects. I think you would have to edit your Annotation group for every project using a specific point list linked to a template?
I'm betting the error is because the Point List is looking for the "old" points you had selected. Maybe try clearing the point list and try again?
