i'm creating a median and I am trying to draw the bull nose arc and it is not to the median lines it is snapping above the median lines, however when I draw a line between median lines it does snap but arc does not. see image below
I'm sorry - your picture looks as if the arc and the line are indeed drawn to the correct locations. What do you mean by "above the median lines"?What snap modes are you using, and are you sending tentative points with the mouse button, or are you using Accusnap? What tool are you using to draw the arc?
Is your drawing 2D or 3D?
10.08.01.33 is a fairly old version of ORD. I have 10.13.02.02. It's possible that older version had bugs that the newer version has fixed.

Arc looks good in plan view, When I bring it in to 3D view it is above the straight median lines, not in the same plane as median lines. I have used tentative and accusnap to create arc. To create arc I used openroads modeling - Geometry - Horizontal - Arcs - Arc from element - Simple arec from element. Drawing is 2D I did it in another area and it seem to work.
Someone else may have to help you. When I reference a 2D drawing into a 3D drawing, all of my 2D elements are at one elevation.
Are you drawing the arc in 2D? If not, you should. Then use the profile tools to assign elevations to the 2D element. You can use Quick Profile From Surface, or use the Quick Transition Profile (command names might not be correct) The transition Profile tool is one that you might use on a driveway or entrance tool for the curb returns, but should work here if the two parallel lines have elevation.
