I would like to create a civil cell that can be used to report the elevation of any point on a terrain model. I would like the cell to update when the terrain model is updated. Is this possible and, if so, how do I do it?
Correction: cell, not civil cell
Which version are you using? That would be helpful, as earlier version do not have the functionality of the later versions.
That sounds more like a label than a cell. Is there any reason to use cells instead of labels?

I'm using MicroStation Connect Update 9 and Openroads 10.06.00.38.
I would prefer the cell/label/other to work in MicroStation so that it's as flexible as possible, but if it requires Openroads then that's OK.
So far I have experimented with a cell that contains a text field that reports the cell origin. The cell is placed with Associate ticked so it follows MicroStation and Openroads linear entities. If these change, the cell changes and updates.
The cell can be associated with a terrain model but doesn't follow it and update when the terrain model is updated.

I would try adding a Geometry Point and use the Terrain option for elevation. This would be dynamic. You can then associate a Feature Definition that will use a Text Favourite that displays the elevation.
