No, I fixed problem myself as I described above.

Got the number - Enhancement 1112931:IFC export does not include colour (Colours are written to IFC file only if you are using colours in level manager which are chosen from colour table with colour index. Any other way colours are assigned and they are not written to the IFC)
Seems Bentley is still in V7 era. Who uses index colors anyway?
Thats funny because it converts the colour table colours to IFC as rgb colours in the exports, it looks to have been coded a bit illogically there...

We are using RGB colors for last 10 years including MS 2004 edition but yes the support for RGB is always felt like hack to v8 DGN format. In latest MS CONNECT we are back to year 2004 as again colors get shown as index instead of RGB for some files go figure.
But don't get me wrong as RGB are way to go and more will use it better support we will get.
Guys do not comply - just be happy that exist some way how it works.... For example for me it can be wery helpfull to get some way how to manage properties sets which are automaticaly written to IFC during export - like basics sets which are written with every graphical element....
