Is there any option in the ORD to define the *** Wall and Retaining wall location and height according to the available Right of Way? Or any other method by which we can define the *** wall and tow wall in the ORD.
Do you mean using a Right of Way feature as a Point Control, so that the wall follows the ROW feature? See the following. Other videos are listed if you do a search.

Yes, it is possible. Did you watch the video? The Bentley LEARN server has quite a bit of training on templates and end conditions as well.
