So after searching the forum I have yet to figure this out. When we open an actual field book and use the Survey workflow we can use the Decorations tab to show the names, field codes, elevations, etc.
However, they do not show up when we reference that FB into say a proposed roadway basemap. So since these are not on a layer that we can turn on and off, and doing the above step in the roadway basemap with the FB attached does not show the information, what is the solution? I went into the civil view options and turned on the Survey Decorators but still do not see anything.
Is there a way to display this information when the FB is merely referenced?

I believe that you may need to write the decorators into your survey file for them to be persistent annotations. As I understand it, the decorators are strictly temporary elements. Since there is no "survey" in your active file when your survey is attached as a reference, I suspect there is nothing to "decorate".
It's also possible that I am very confused.

That thought process certainly makes sense to me but I cannot figure out how to achieve this. I used the decorators and you are right, it does just seem like they are displayed but not actively in the file as I cannot highlight or click on them. I was assuming that I make them active by annotating the model but that does not seem to work either.
