 Am I doing something wrong and / or is there a solution for this error?

&lt;p&gt;If I look to the properties in the civil cells dgnlib, the Valid for placement property is set to true.&lt;/p&gt;
&lt;p&gt;&lt;img alt=" " height="220" src="/resized-image/__size/960x720/__key/communityserver-discussions-components-files/5922/Civil-Cells-2.PNG" width="319" /&gt;&lt;/p&gt;
&lt;p&gt;The strange thing is that even if I move all Civil Cells to an other location, which is not assigned by the CIVIL_CELLDGNLIBLIST variable, the error also appears.&lt;/p&gt;
