ORD 2020 R3 - Place Civil Cell: Civil Cell is Invalid and cannot be placed

Question

Since the update to ORD 2020 R3, an error appears when I try to place a Civil Cell. 
 Am I doing something wrong and / or is there a solution for this error?

Today I fixed the problem by deleting all the files in the following directory: 
 C:\Users
aamgebruiker\AppData\Local\Bentley\OpenRoadsDesigner\10.0.0\prefs\
