I have read all similar posts. As near as I can tell, I have my setting correct. My template uses all of these Feature definitions. Yet, I have run the subject command multiple times and I only get the RD-TL and RD-EOP Features. No Curb features (RD-Curb...), no Sidewalk (RD-SDWK)
Can anyone explain why certain Feature Definitions work and others do not?

So, a recent ORD post apparently explained the issue. We have a need for coincidental points in a template, so certain 2D linework is drawn unless display rules prevent it. But we still need the 3D breakline for the adjacent components. The pavement has an EOP feature coincidental with a Curb Gutter Pan. When we want to turn off the Curb, we still need the EOP for th pavement, so we thought the solution was coincidental points and not merged points. So we now know, we need almost coincidental.
Once I offset the Gutter Pan feature from the EOP feature, by a whopping 0.001 ft, all the template lines were drawn.
