When my co-worker and I individually open the same template library or dgn, we have different lists of available feature definitions.
We've checked to make sure both our workspaces are loading the same list of dgnlib's (our MS_DNGLIBLIST variable are the same) and we've made sure our computers are both pathed to the same network drive where the dgnlib's are saved.
What else should we look at? Is there another location where feature definitions are loaded from?

We checked that variable and we have the same list of dgnlib's. And all the ones listed are on the network drive that we hare both linked to.
Are you possibly using two different versions of ORD? There are backwards compatibility issues with various updates to ORD. If a newer version opens and saves a DGNLIB file it can make its Civil Contents invisible to an older version.
