I have the Site workflow from within ORD. I understand you can modify perimeter lot rows but does the capability exist to edit individual rows on the interior? I'd like to be able to modify the rows for a one-way configuration. Is interlock angled parking a possibility? Are there more parking tools available in a standalone OpenSite?
You can modify individual rows but you would need to use Bay points to set the Parking Angles. You would use negative angle values to get the one directional aisles.
All of the capabilities of Site are available in OpenRoads Designer and OpenRail Designer. OpenRoads Designer build on the OpenSite Designer product with additonal roadway modeling tools.

Additionally, is it possible to interlock the angled parking?
And is it a feature in the site tools to (instead of the entire lot) just draw just a singular row of parking at a time?
OpenSite does not use the Interlocking stall method for parking.
There is not the ability to draw on single row of parking at a time.
