I have searched and searched the net looking for a solution and have found none. Is this not possible? I have even tried exporting the 2D linework to a V8i version drawing and export the shp file, but no luck.

Have you tried using Asset Manager in ORD to do it?

We export to Google Earth and then use that to convert to a shapefile.

His company has a product called MicroStation FDO. It imports shapefiles (among other GIS data types) into MicroStationhttps://consulting.surell.se/fdo-for-microstation/
It doesn't say anything about export, but it might be worth an email to find out.

This is the only solution I have found. I had to import the linework from ORD into V8i drawing in-order to get things to work.
The only solution at present is to use OpenCities Map.
If you go back to InRoads/GEOPAK V8i, Bentley Map is included with those products that allows for exporting to a shapefile.
