You will find those tools under &lt;strong&gt;Drawing &amp;gt; Utilities &amp;gt; Geographic&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;After they both have the correct coordinate systems defined, you then can attach one as a reference to the other. When both the active file and attachment have a defined GCS, the Geographic orientation options are available. Choose the Reprojected option. Your reference attachment will be transformed to fit the GCS of the active file.&lt;/p&gt;
