Merging Terrain Model Issue

We have a project where we created an Existing Terrain Model. While going through our design process, a few private properties have undergone construction along our corridor, and we would like to update our existing terrain model. We obtained CAD files from the private developers’ designers, created new “existing” terrain models based on proposed designs/as-built plans and are looking to merge them all into one new Existing Terrain Model.

My issue comes when merging the terrains using the “Create Complex Terrain Model” tool. The existing Terrain model is set as the Primary, and the Terrain Models for the new developments are set to merge. The Terrains don’t merge like they seemingly should. It appears like the Primary Terrain Model is assuming that the boundary of the Merging Terrain Models are at Elevation 0’ and creating contours to meet this Elevation 0 boundary. None of the actual information from the Merging Terrain Models are merged into the newly created Terrain Model.

Has anyone experienced this issue or have any suggested solutions?
