I receive the roadway design in Civil3d format which can use 'translator' tool to converse the alignment and existing terrain to ORD. Unfortunately, the C3D is not totally complete. The file composes of Alignment(Plan&Profile), Superelevation table and existing terrain. Without corridor had been generated by Highway designer. The translator cannot reformat the superelevation from C3D to ORD. Please be asked how can I import the superelevation table from C3D to ORD by using only the original C3D which not have corridor design??.

THat's just OK. Thank you so much. The superelevation table from C3D can be export to .csv. I think also reformat is required. Please recommend how can I learn for formating the superelevation table format for ORD. Just now I have the table in C3D format already.

Maybe start by doing superelevation in Openroads, then do a superelevation report , then export your superelevation to CSV by doing a report of it:
This way you will know how Openroads works for superelevation. So you will be able to reformat your civil 3D .csv file to then import it back in Openroads (because you can import CSV exported from openroads).
You can also ask them to label their superelevation in plan view and then you REDO it in Openroads (might be faster)
