What does everyone do for background imagery in Sheet view?
I create a container DGN, attach raster to it... and then attached that file as a reference to each corresponding drawing model for each sheet.. That works great but I cannot clip the image.
Is there a established workflow that a particular DOT is using?
Where is this image coming from? What type of image is it?Are you saying when you clip the base file, the geometry clips but the image doesn't?

If I follow this correctly the raster is shown properly clipped in the drawing model, but not the sheet created with that drawing model?
Or does it clip correctly when attached to the drawing model, but does not clip correctly when attached directly to the sheet?
Correct. The pictures above are when the raster container DGN is referenced into the base model.
When it is attached to each individual drawing model this is what I get....
Looks good in the sheet model but nothing can be clipped.
While you SHOULD be able to clip the REFERENCE these images are attached to...
I do know that Geographically reprojected images themselves cannot be clipped. I don't know why, but that's just how it is. Usually I get around that limitation by doing what you are describing - creating a container DGN with the images referenced in and using that in my sheets, because the DGN can be clipped. I don't know why your container DGN can't be clipped in this case.
You may need to file a Service report, or hopefully someone else has seen this behavior.
