I'm using OpenRoads Designer (10.09.xx.xx) ans I'm trying to create some custom 3D line styles for a project.
My question is : is it possible to create 3D line styles using parametric cells ?

Unfortunately, I don't think you can create a custom linestyle and utilize Parametric Cells. Here is an overview of the MicroStation Creating Custom Linestyles for your reference:
