Have this situation where I'm installing MicroStation v8i SS4 (08.11.09.832) and InRoads Group v8i (08.11.09.789) together on a new system. After installing successfully with no errors, I attempt to launch InRoads but receive an error message regarding the .NET framework (resolved by commenting out a command in the InRoads.3.1 file), and then loads a "Failed to load InRoads.3.1.dll" message every time it's launched. Re-installing the software, removing registry keys, testing another .dgn file (both project and sample data) present the same error.
Launching only on MicroStation has no errors, only when trying to run InRoads in conjuction with Microstation. Both are SS4, and this installation was on a brand new system, the only other Bentley apps on there were GEOPAK SS2 and GEOPAK SS4.
Attempted to re-install, clearing all InRoads files from C: drive, clearing regkeys, changing target path in InRoads shortcut, editing InRoads.3.1.dll to remove .NET framework errors, creating "Load Inroads.cfg" file has no effect. Applications tab does not display InRoads either, so wondering if somewhere the installation process is breaking or an additional step is needed. We are planning to eventually move to Microstation SS10 in the near future but not at the moment so we cannot install any SS10 versions. Wondering how I can resolve this error for SS4.
System is running Windows 10 20H2. All drivers up to date. Having this occur on a brand new system with no other apps besides, and a staff member's system running same versions.
How are you launching InRoads?

I am using the shortcut from the Start Menu location on the system: C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Bentley\InRoads Group V8i (SELECTseries 4).
What has me confused (since i'm fairly new to InRoads and it's use) is whether it's actually running already in MicroStation SS4, or whether an additional window/menu should be appearing when I open a .dgn file, when launching InRoads. I can see the new features in the Civil Tools task navigation. But I still get that "Failed to load InRoads.3.1.dll." message upon each launch of InRoads, not MicroStation. And under the Applications Menu it does not display "InRoads Group v8i" unless it doesn't have to be displayed under that tab. Had this happen on a random system, and a brand new system untouched so I'm wondering if I'm missing a step in configuration. I may test removing the GEOPAK software and installing only MicroStation v8i and InRoads Group v8i, as well as using a different installation file for Microstation v8i SS4 (08.11.09.878)
Files upon installation are installed at this location on the system: C:\Program Files (x86)\Bentley\InRoads Group (SELECTseries 4)
Have you worked through the steps in this article?
This probably isn't your problem...
This post may not apply directly, but it does list a pair of compatible versions.
Also, be aware that SS4 is not truly certified to run on Windows 10. While lots of us do it, there could be some inconsistencies.

I am not sure if GEOPAK and InRoads can be installed on the same PC without problems if they are both using the same version of MicroStation.
When we went to add InRoads Ss4 to our installations, we needed to keep InRoads Ss2 for many legacy projects.
To accomplish this, we were told we had to install Power InRoads Ss4 as that was the only way to install both since Power InRoads does not use the installed MicroStation engine but uses its own separate installation. Eventually, we started only installing Power InRoads Ss2 and Ss4 (now Ss10) for anyone that was an InRoads user when setting up new PC's.
And when I attended some Bentley Forums (before COVID-19) and Open Roads Designer, the workshop PC's were setup with Power GEOPAK Ss4 and Power InRoads Ss4 to allow users to select their platform. I suspect that was due to a similar potential conflict between add-ons to MicroStation.
If you are on Select, I am pretty sure that everyone is officially licensing Open Roads Designer, which permits either GEOPAK or InRoads to be used at no extra charge, and I believe that includes the Power Platform versions. I would confirm that with your sales rep.

Thank you Mary. I had followed those instructions but I'll double-check and see that I'm doing it correctly and report back.
Thank you for the info! yea I"m wondering if there's a conflict because the error log keeps mentioning "This object already belongs to a domain". We do have OpenRoads CONNECT available, but unfortunately some of our clients have custom DOT menus/standards and therefore some users still need to use v8i SS4. I will confirm and test removing GEOPAK, and test using a different installation file as well, along w/ Mary's recommendations.
