Background Map in OpenRoads

Hi, I need help. There is a project file in which (for some reasons) cannot define the GCS Coordinate System. 
 
 Is there any way in which I can put Background Maps into my file, without having GCS settings?

The background map requires a coordinate system to be defined for the option in the view attributes to appear. 
 Steven's recommendation should work but if you cant define a GCS you will need to determine whats preventing the assignment
