im trying to place text with a delimit line similar to SS10 geopak but Openroads doesnt have the plan labeling tool, is there a way to place text like below in openroads
Thanks MaryB! Have you had any luck dynamically shifting the line for longer text (larger station series) and flipping the justification? I've also noticed TextStyles tend to resort back to defaults in ORD if that style is changed in the file. Any idea how to accomplish both of those issues? I was able to use the underline option with a specific offset. It may be required to create a style and cell for each justification.

The frame I mentioned is (I believe) required for a label cell to "flip".I don't know about dynamic line length. Since annotation groups and labels are (relatively) recent developments, they may not be that functional as yet.
It makes sense that the label would assume the settings of the text style as defined in the active file, if the style has the same name. Other text behaves the same way, last I checked. If you aren't using standard text styles (or if they keep changing from one drawing to the next) it may be worth defining special text styles used just for your labels. that way they will be unaffected by local variations.
I'm just learning this myself, so hopefully someone with deeper knowledge will be along with more information.

i havent been creating them in the .cel files, i just been creating them in my working file with a frame and adding them into a new .cel file based on the project im working on. the frame is need to find the center of the cell in order to have dimension arrow connect to the delimit line. this way has been working for me but in my dimension styles i had to remove the in line leader. the leaders have been too big or not parallel so i just been easier to add the in line leader to the cell and have a dimension style with no leader

I created my own .cell file for Roadway Plan Labeling. I placed it in the following location and it seems to load properly. C:\FDOTConnect\Workspaces\FDOT\Standards\CellHope this helps.
I haven't had any luck with dynamically adjusting the line width based on the text width. I am going to place a service request for that. I do not know how it works but if multiple people place same service request, does it get more importance? For justification I am using mirror tool to flip the text and that worked for me. At least for time being.
