Does ORD have an equivalent tool to the GEOPAK D&C Manager Pavement Markings for placing chevron markings? It doesn't look like it to me but maybe I'm just looking in the wrong places.

No, we did not. One of our guys wrote a VBA to do something similar. It draws MicroStation linestrings (not civil geometry) between graphics. It's available in the Ohio DOT workspace if you want to give it a try.
